ISNA 2004 Meeting of the Members
On Saturday, September 18, 2004, the ISNA Officers and Board and ISNA
members met at the Holiday Inn Select at the Pyramids in Indianapolis for
the 2004 Annual Meeting of the Members.
In the morning there was an in-depth presentation on the results of the
latest membership survey presented by Ernest C. Klein, Jr. CAE, ISNA
Executive Director. Mr. Wilford Butler, CAE, an ISNA consultant, then
gathered information from the members present on how to improve ISNA’s image
and to get the ISNA message to all the nurses in Indiana. Methods were also
suggested to enhance and expand the services provided by ISNA to its
members.
At noon the ISNA Special Interest Forums (SIFs) on Nurses in Advanced
Practice, History, and Psychiatric Mental Health Nursing met. The topics
discussed at these meetings were reported to the general membership later in
the meeting. Nurses who are not members of one of the ISNA SIFs also had an
opportunity to network over the extended lunch hour break.
In the afternoon discussion of the five proposed Resolutions produced much
debate on the meeting floor. As only the “Resolveds” can be amended during
the business meeting, the “Resolveds” as adopted by the 2004 ISNA Meeting of
the Members are published in this newsletter.
The members who attended received a wealth of information not available to
all members who were unable to be present. They had a voice and vote in
setting policy for the organization. And they had an excellent opportunity
to meet new colleagues and exchange ideas as there were members from
throughout the State.
Get involved with ISNA. Encourage other nurses to join. Attend Region
meetings whenever possible. Consent to serve as an officer at the Region
and/or State level. Become politically active. Meet your legislators. Attend
the ISNA Public Policy Conference next year and learn what influence ISNA
has with the members of the Indiana General Assembly. Plan now to attend the
Meeting of the Members in the fall of 2005. Your voice and vote count when
decisions are made which determine the future for nurses in Indiana.
Resolutions Adopted by ISNA Meeting of
the Members
September 18, 2004
DEPARTMENT OF LABOR STATUS
That the ISNA Board of Directors investigate the implications of and the
process of de-certifying as a labor organization after consultation with ANA
Legal Counsel and ISNA’s labor attorney.
LIMITS ON HOURS WORKED BY NURSES
That ISNA initiate a process to evaluate whether the Institute of Medicine
(IOM) recommendation that restrictions be placed on the number of hours that
nurses work is a recommendation that ISNA should support and take steps to
implement in Indiana, and that a report be made to ISNA membership at the
2005 Meeting of the Members as to the outcomes of that evaluation.
MEDICATION ERRORS
That the Indiana State Nurses Association (ISNA) support initiatives in
facilities to implement technologies, such as computerized bar coding
systems, designed to minimize medication administration errors; and
That ISNA encourage facilities and regulatory bodies to cultivate a culture
of safety that investigates and addresses latent systemic sources of
medication errors and
That schools of nursing and education departments within facilities continue
to promote safe medication administration by ensuring that nurses are
knowledgeable of and follow not only the five rights of medication
administration but also know and follow correct procedures to assure right
vital signs, right lab values and proper documentation for medication
administration.
MAINTAINING OF NURSES KNOWLEDGE AND SKILLS
That, as it is similarly stated in the Institute of Medicine (IOM)
recommendations of 2003, ISNA encourage the Chief Nursing Officers (CNOs) to
actively seek to dedicate budgetary resources equal to a defined percentage
of nursing payroll to support nursing staff in their ongoing acquisition and
maintenance of knowledge and skills, and
That the amount be at least equal to the average training budgets across all
industries; and
That ISNA reaffirm that the individual nurse is ultimately responsible to
maintain competence and to continue professional growth.
REGION DUES ALLOTMENT RESOLUTION
That the Indiana State Nurses Association (ISNA) immediately change the
amount sent to the Regions to $0.50 per person per month; and
That the $0.50 retained by ISNA shall be used for membership services,
recruitment/retention activities, and the web site maintenance; and
That the Regions may apply to the ISNA Board of Directors for grants for
recruitment/retention activities.
