NOTE: There will no bill lists this week. The General Assembly
worked late Thursday, and today (Friday) they are closed. Early next week
both Chambers will be finishing second and third reading. So, by the end
of the week we’ll have the list of bills that made it through this next
hurdle
SB 463 BMV
The House Roads and Transportation Committee approved an amendment to a
bill about the Bureau of Motor Vehicles to add APNs to the list who could
authorize handicap stickers. Rep. Vern Tincher, D-Terre Haute, House
sponsor of the bill, offered the amendment at ISNA’s request. Thanks to
Louise Anderson (and others) in the Terre Haute area who have established
a relationship with their legislators. Louise was able to talk to Rep.
Tincher, explain the situation, and get his agreement to move forward with
the amendment. Thanks also to Sue Gaebler for bringing it to our
attention.
SB 503 Healthier Indiana Insurance Program
The Governor’s health insurance plan that passed the Senate 46-1 was heard
in the House Public Health Committee this past Wednesday afternoon. It was
amended and passed out of committee. If the House passes it, the bill will
go to a House/Senate conference committee. There are indications that a
cigarette tax, supported by parties, will be added to the bill.
SB 335 Professions and Occupations (HB 1240 Nurse Licensure Compact)
This large bill (50+ pages) has a lot of “clean-up” language for many
different licensing boards. It is expected to get a lot larger after
amendments in the House Public Health Committee this coming Monday
morning. The language in HB 1240, which did not get a hearing in the
House, was offered as an amendment to SB335 by the House Sponsor, Peggy
Welch, RN, D- Bloomington. Also part of that amendment is a provision that
the Professional Licensing Agency could use up to 25 percent of nurse
license renewal fees for the Indiana State Nurses Assistance Program (ISNAP),
currently administered by ISNA. That amendment squeaked in by 6-4
committee vote.
HB 1391 Surgical Technologists
This bill was amended in the House to provide only title protection for
the surgical technologist. This bill was heard Wednesday in Senate Health
and Provider Services to provide for mandated certification of surg techs.
There was no amendment offered on the bill; so it stays title protection
only. ISNA member Diana Sullivan spoke on behalf of the operating room
nurses.
